Because they are paying their hairdressers thousands. I mean they are probably washing their hair with Evian and natural berries and herbs and crap.
I once paid 90 pounds for just a wash and highlights. No cut and not even a full dye. And my friend got the full service, wash, cut and full dye. Her hair was so **** before, dull, lifeless, falling out. But when the guy was through with her, her hair looked like she had come frrom a hair commercial.
Its like when you do your makeup yourself you look good, but when you pay to get it done for a wedding or something it looks great.
If you pay enough for it, anything can look good.
But in general, these new natural dyes, with all the nutrients and moisturisers in it can really transform crappy looking hair much more than just trying to keep it natural. I often dye my hair just for a quick fix.

They spend tons a money to get it and keep it that way. A lot of them use extensions in their hair.

To maintaine the condition of anybody's hair, so it can look good healthy and shiny, it takes time and money, knowing what to use and how, and also having a good hairstylist taking care of your hair. not every hair stylist knows that, so find a good hair stylist and you'll see results.
When you have that kind of money, anything is possible.
Use beer on your hair in shower. It works wonders!
They can afford salon styling and care for their hair. There are treatments that cost a few hundred dollars that reconstruct your hair to make it more healthy.. like the yuko hair straightening system.
Believe me, they pay a lot of money to keep their hair like that.
